For emergency/short term housing help an individual/family must provide proof of homelessness to qualify for RRH funds or be under eviction and not exceed income limits for HP funds. If not a US citizen, must be a "qualified alien".

Transitional and long-term housing require individual or family to FIRST participate in Basic Needs Program emergency shelter/assistance. ALSO requires chronic homelessness and that the individual or head of household have a disabling condition. Disabling condition includes substance abuse disorder, a serious mental illness, developmental disability, or a chronic physical illness or disability.
